interviewing agents and the nature of the interview,

the following information: In the Spring of 2004,

appeared to be masturbating. He was touching her butt while he 
masturbated. She believed he was finished with the massage once he 
ejaculated.

expect when you come here." He was referring to his request for her to 
remove her clothing. His tone was frustrated or irritated. According
